This is the board game Evolution and it's the second edition. Evolution is produced by NorthStar Games and it's fantastic! 

It features some intuitive rules that allow players to grasp the game rather quickly, the artwork is stellar, and features some realistic mirroring of nature's processes. 

Great strategy game, interesting concepts and certainly a unique game for the stash. 

2 to 6 players and game time is around 60 minutes.
